This guide is based on official data from the ANCT, DGCIS and territorial programs to identify renovation aid for shops in rural areas in 2026.
Rural commerce, a territorial issue
According to INSEE, more than 60% of French rural municipalities no longer have any local shops. This commercial desertification has led public authorities to implement aid schemes specifically designed for merchants who maintain or create business in rural areas.
According to a study by the Banque des Territoires published in 2024, a local shop generates an average of 2.5 direct jobs and contributes to maintaining the property value of surrounding homes by 8 to 12%.
The Small Towns of Tomorrow program
Launched in 2020 and extended until 2026, the Small Towns of Tomorrow program targets 1,644 municipalities with fewer than 20,000 inhabitants. Shops in these municipalities can benefit from:
- Subsidies for renovation work: up to 40% of the pre-tax amount
- Free engineering: support from a commerce manager
- Priority access to Banque des Territoires financing: loans at preferential rates
According to the ANCT, the program has already enabled the renovation of over 3,500 commercial premises across the territory.
Local retail support funds (successors to FISAC)
In the absence of a national FISAC, inter-municipal authorities and departments have developed their own retail support funds. The most common terms:
- Subsidy of 30 to 50% of modernization work
- Ceiling of 15,000 to 40,000 euros depending on the territory
- Priority given to the last shops in a municipality and business takeovers
According to the Association of Rural Mayors of France, more than 150 such local funds are active in 2026. Applications are made to the inter-municipal community or the departmental council.
Tax exemptions in ZRR and ZFR-R zones
Since 2024, Rural Revitalization Zones (ZRR) have been replaced by Rural Revitalization France Zones (ZFR-R), expanding the eligibility perimeter. Benefits for a shop in ZFR-R:
- Corporate income tax exemption: total for 5 years, then degressive over 3 years
- Business tax exemption: subject to municipal resolution (frequent in rural areas)
- Employer contribution exemption: for the first 50 employees, for 12 months
According to the DGFiP, these exemptions represent an average saving of 4,200 euros per year for a local shop with a turnover of 150,000 euros.
Specific aid for energy renovation
Rural shops, often located in older buildings, are particularly affected by energy renovation issues. Available schemes:
The ACTEE program for tertiary buildings
Financed by energy savings certificates, the ACTEE program supports energy renovation of tertiary buildings in rural areas with:
- Free energy audit
- Subsidies covering 40 to 60% of insulation and heating work
- Technical support from a France Rénov' advisor
Energy Savings Certificates (CEE)
Energy suppliers finance part of renovation work through CEE bonuses. According to the Ministry of Ecological Transition, a shop that replaces its heating system and insulates its roof can receive between 3,000 and 8,000 euros in CEE bonuses.
Support fund for multi-service shops
Rural municipalities that host a multi-service shop (grocery store + parcel collection point + tobacco-press, for example) can benefit from a specific state fund covering:
- Work to adapt the space for adding complementary services
- Digital equipment (card payment terminals, parcel collection kiosk)
- External signage
According to DGCIS, approximately 2,500 multi-service shops are active in rural areas, with a 5-year survival rate of 82%, well above the national average for shops (62%).
