Housing grants: allowance, renovation, ownership

There are generally four types of housing grants, present in various forms in most member states:

• Housing allowances: recurring means-tested support to reduce the cost of rent or monthly repayments.
• Energy-renovation grants: incentives and subsidised loans for insulation, efficient heating and renewable energy — often encouraged by the EU's climate goals.
• Home-ownership support: reduced-rate loans, public guarantees, first-time-buyer schemes.
• Rental guarantees: public guarantees that make it easier to rent without a private guarantor.

Energy renovation is a good illustration of these gaps. In Germany, the public bank KfW offers structured loans and subsidies; in France, renovation support runs through separate national schemes; in Spain, Italy or Poland, programmes often rely on regional envelopes and EU funds.
