Training grants: funding, retraining, scholarships

Training funding for individuals relies on several levers, present in different forms across the European Union:

• Individual learning accounts or rights: envelopes the person can use to fund an eligible course.
• Funding for jobseekers: coverage by public employment services as part of a return to work.
• Retraining support: schemes to change occupation or sector, sometimes combined with partial income maintenance.
• Scholarships and study grants: support for initial training or returning to study, subject to conditions.

Continuing training is a major focus of EU policy (upskilling, digital and green transitions). But funding remains managed at national level: each member state defines its own rights, bodies and rules.

Eligible courses, funding caps and access conditions therefore differ significantly from one country to another. The same course may be fully funded in one country and only partly in another.
